Inartfully stated but true.... Saddam failed to cooperate, filed a patently false declaration, failed to explain or account for missing WMD, obstructed U-2 overflights, obstructed the inspection process, etc....even Blix acknowledged this....so Saddam allowed a mere entry but then did everything he could to keep genuine inspections from happening.... Bush was right......
