You are wrong. The phrase "We have discovered..." does not exist in the State of the Union Address of January 2003. I don't believe he said anything about manned or unmanned aerial vehicles in the State of the Union Address. You call the President a liar, for words he did not deliver in the State of the Union Address.

...The phrase, "We have also discovered...", is a statement of fact. To discover something is to have factual proof of its existence. There was no factual proof. The statement is a lie. "
