Ted, Because you don't want them cooperating with each other at our exclusion. Its that simple. True, but that will pass. Alliances come and go with the wind. Only when you get rid of the notion that we always know best! When did I say that? We sure didn't know best when we helped out Saddam in the 80's. Or gave concessions to North Korea in 1994. Or allowed the 9/11 terrorists into this nation on student visas, some even delivered posthumously. Tenchusatsu
