What has been called the neo- fascist views of the neocons amount to this:

That liberal democracy is better than any other governmental regime; that we should promote civil liberties, elections, and largely free- markets; that ordinarily we promote by example, participation in multilateral institutions, and diplomacy, but that sometimes more active intervention might be called for, as when we helped support the activities of Solidarity clandestinely, or intervened in the Kosovo crisis; and that democracy without civil liberties is inadequate, and that an election which ushers in a dictatorship and forecloses the possibility of a next election is invalid.

How anyone in his right mind could characterize these views as fascist beats me, but there it is.......
