Agreement Enables Pioneering Internet Service Provider (ISP) to Deploy
State-of-the-Art 56Kbps Modem Technology and Move to Industry's Highest
Density Remote Access Platform

HERNDON, Va., Aug. 7 /PRNewswire/ -- PSINet, Inc., (Nasdaq:PSIX) today announced that it
has selected 3Com Corporation's (Nasdaq:COMS) Total Control remote access concentrator for
enhanced 56 kilobit* Internet dial-up services and next-generation networking for its business
and wholesale customers.

With its selection of the Total Control(TM) remote access concentrator, PSINet takes advantage
of 3Com's state-of-the-art, 56 kilobit, software- defined modem technology. The flexibility of
the 3Com system will allow PSINet and its customers to retain the investment security afforded
by industry standards while still enjoying the latest advancements in modem connection speed
pioneered by 3Com.

enabling features of the Total Control access connector with a guaranteed upgrade to the 56 kilobit

In addition to bringing world-class modem performance and reliability to its services, PSINet also
positions itself to bring new interactive services such as voice over IP, video conferencing and
Internet facsimile to its subscribers. The Total Control platform provides a smooth migration to
higher densities and new services as a result of its flexible architecture and software-based
design.

PSINet, the first commercial Internet service provider, is among the largest in the industry,
serving more than 21,900 corporate customers and consumer ISPs at more than 350 Points of
Presence (POPs) worldwide, via analog, ISDN, and dedicated circuit connections.

PSINet also can increase the density of its Total Control platform with 3Com's recently announced
HiPer Access System, which delivers the industry's highest port density -- 336 ports (420
internationally) -- in the smallest amount of space (8.75 inches of rackmount height). With
3Com's core routing technology in the HiPer Access Router cards, and 24 remote sessions in each
HiPer DSP card, PSINet can easily increase port density or add new technologies when demand
dictates. The HiPer DSP card represents the first access concentrator product in the industry to
support more than one call on a single DSP, a milestone for the push toward higher densities and
better performance. These unique features, combined with Total Control's software- based
architecture, protect PSINet's investment by providing easier management and deployment of new
features, technologies and standards through simple software upgrades.

Many national and regional ISPs, including EarthLink, MindSpring, and WebTV, utilize PSINet's
network infrastructure to deliver Internet access to their subscribers. PSINet's deployment of
3Com's technology means that these wholesale partners will have the opportunity to offer
high-speed Internet access to their substantial customer base through PSINet's international
infrastructure.
