I am sure you mean "even when we overlook," but the way the sentence is set up, "overlooking" tends to attach itself to "they." This sort of error can produce ludicrous results, as in: "Being stupid and boring, I was unable to enjoy the program." Ordinarily we just overlook this sort of thing because we realize what the other person is trying to say.
