Well it will, but wouldn't it just be a pass thru, allowing them to recoup their costs, (and allowing the upgrading to occur). I still don't see how it will be a profit center for them.
What is becoming evident is that the amount of electricity swishing back and forth is much greater than the system was intended for. In the old days, a local plant would generate electricity to power the nearby homes and business. Now, with de-reg, and power merchants, one's electricity could come from anywhere, but going over the good old same lines of 30 years ago.
Greater transmission capacity, and better controls, may actually wind up benefitting the power merchants (which ever ones might still be alive) by creating a more efficient system for them to transfer power across the country. larry
