Possession of nukes is not the main problem - it's what does the possessor intend to do with them? Can he even be trusted to guard them properly? This makes Russia's, Pakistan's and especially North Korea's nukes a whole lot more worrisome than anybody else's.

North Korea in particular is a bankrupt and moribund regime that will sell anything to anybody.
