The exact same thing is happening in Afghanistan. Our soldiers use the NGOs as cover for covert ops and intel-gathering. Our soldiers do their token "civic action" projects out of uniform. So the natives see little distinction between U.S. soldiers, and aid organizations. Both get targetted, the NGOs pull out, leaving a wasteland filled with people who hate us, for our soldiers to patrol. The only functioning economic activity in Afghanistan today, is the growing of opium poppies.
