You misunderstand the issues on Halliburton.

First, there is the connection with Cheney which should mean that all this, at best, should have been done out in the open, well publicized, well argued for the necessity, etc. Without that, it looks more than suspicious, Cheney rewarding his buddies, who, no doubt, contributed generously to the Bush campaign.

Second, some of the contracts appear to be cost-plus which means they will make a great deal of money off already beleagured tax payers (I don't need to recite my views on rewarding the rich with the recent tax cuts).

Third, the contracts were not advertised for bidding and certainly not made available to companies housed in other countries.
