After the 1991 war, the Iraqis got oil production up and running again, all by themselves, with virtually no foreign (and zero American) help.

What's happened here, is that the Iraqis who we critically need to be on the job, to make our occupation a success, they all refuse to cooperate with us. The Iraqi people who got the oil flowing again in 1991, they could have already done so by now, except they refuse to collaborate with a colonial army of conquest. Same thing with the Iraqi army, the Iraqi police. We may not even get the support of Saddam's secret police, although we are doing our best to re-hire those torturers and sadists, to work for Operation Iraqi Freedom.
