An important detail is omitted from that report on Haliburton. Cheney's company got the CONCAP deal before 9/11 and the LOGCAP deal before Iraq. This gave Cheney a great deal of incentive to have these wars happen. Never before has a leader of the government begun a war for personal financial gain. TP
