The unfortunate fact is that many of our most powerful people in the military, law enforcement, legislative and executive branches of government have systematically bent and broken the law with near impunity.

I don't agree....and none have raised it to an art form as Clinton did with the possible exception of Tricky Dick Nixon.....moreover...even if that was true it does not excuse Clinton's behavior as you noted nor does it excuse the actions of those who continue to present him as some sort of Constitutional hero....he's a lying scumbag....
