Is the $4B additional cost or does it include pay and benefits for the troops (since this was being incurred earlier anyway). $1.4B would be 10K per person month. 4B is like 30,000 per peson month.

Damn good question... It's something I've been trying to get a handle on myself since if the media is including "fixed costs" that would not change regardless of peace or war, is irrelevant.

What I want to know is what it is costing ABOVE that fixed cost amount.
