Bottom line is that I don't think it would help to have "ALL" people swear on a Bible.

So, what do we do about that. The current answer is to leave the Bible out of it. I can't think of a better approach, can you?

You could say that the greater good would be from having everyone use the Bible given that the vast majority of people are Christians so the Bible is likely to have at least some influence on their honesty. In theory, it should increase the net veracity level since Muslims and atheists, etc, are relatively few. If that's your prime objective, and it would seem it is yours, then that would be the logical thing to do.
