They bomb the UN, and the UN responds by pulling out 90% of their people, and a bunch of NGOs leave also.

They kill a Shiite cleric whose organization had cooperated with the U.S., and:

You see the pattern here? Anybody who cooperates with us is a target. And the guerrillas only have to kill a small number of them, to get the rest to leave the country, or stop cooperating with us.
