If you understood the inspection process you would know that for many years the UN oversaw a very thorough process of destroying most of what Saddam had. The question was, did anything get missed. The inspectors were not sure, but they knew that the nuke program was kaput after 91 and they knew that most of the pre 91 stuff had a limited shelf-life -- in other words, without ongoing production, stuff in storage becomes useless as it rots. In any event, he had no means to "deliver" any bio/chem weapons. I don't know if you saw the "drone" that was said to be capable of hitting the US, but it was a large toy airplane made from balsa wood with a 2 horsepower engine, and it was held together with tape -- it was amusing to think that anybody could call this toy an intercontinental weapons delivery drone. The ten year old kid that lives next door to you could do better.
