Indeed, Kosovo was pre-emptive. President Clinton, did not want to see another Bosnia, which led to the air war against Yugoslavia.
Kosovo was not pre emptive. In that war, we participated as a member of the NATO alliance. NATO's European members were worried that the fighting in Kosovo would destabilize that portion of Europe.
Vietnam was fought, largely to halt the expansion of Communism - because Kennedy believed in the domino theory (at least, that's what he said).
The Domino theory was started by D. Eisenhower. As it turns out, the theory was better left a kid's game. However, we entered the war as a member of SEATO, an Asian alliance, and were invited by the S. Vietnamese to assist them in their fight with the north.

Democide may not be a word in the dictionary, but it is being used by Universities and their publications:
