Yep, I saw it was only one paragraph but the National Review as a source led me to make the comment about context. One would need to read the context of the paragraph, in fact, the essay, chapter, or whatever in which it was embodied. It could mean what you wish for it to mean and the writer wishes for it to mean. But it could also mean something different.
