Your calculation is highly theoretical. The current fatality rate in Iraq is politically unsustainable, because it will kill the volunteer army.

In any case, the policy of a single year tour of duty in Iraq (itself highly unpopular among the GIs who were thinking in terms of weeks), will force a fairly rapid decrease in American troops there, regardless of the wishes of Cheney and Wolfovitz. That's why the administration is frantically trying to internationalize the occupation and transfer responsibility to the UN and the Iraqis ASAP, even at the expense of losing effective control in Iraq.
