Good market conditions. Might as well raise the cash now. You never know when the climate is going to change. OPWV has been making progress this year, but they're still not profitable. Can't hurt to beef up their financial reserves while the market is on the rebound. Perhaps they have some good ideas on how to use this new financing to make themselves better situated to make a profit.
