CBR. Better question is to CBR management and to ask them to check out their publication channel... there are few examples so glaring that Monday's press release was "privately released" and acted upon last Thursday. <ng> I am/was a shareholder so no skin off here but maybe I would have liked to assess the news and add more on a level playing field.
