Or, more likely, in my view, it's part of the internal struggles at the Pentagon at which no one ends up getting the blame. And part of the blame game which is only going to get worse.

I would not be surprised to see someone close to Rumsfield offer some paper arguing that the civilians did a fine job; just the military chiefs didn't hold up their end. It will, of course, not be quite so harsh--something like "incomplete integration" to use that wonderful gobbledygook that passes for language in these reports. But the point will be made.
