ET Needham recommends heavy over weighting in the Semi Equipment sector : Firm believes that stocks are still undervalued based on belief that we are heading into an upturn.

For the sake of discussion, let's assume that the above is true. Who are the laggards in the sector, which are currently priced for past results and have little to no future potential priced in? Do we look at turnaround and restructured plays or should we look at companies who have weathered the storm but haven't seen the uptick hit their results yet?

Do we look at the low enders EGLS, FSII and MTSNs -- the middle tiers like HELX, DPMI, and COHUs -- or the top tiers NVLS, AMAT, KLAC --- for greatest stock price % gains? (or a healthy mix of each)
