As City Goes Back to School, Bloomberg's Plan Faces Test

The city has hired some 9,100 new teachers, filling needs in all but a few subjects that face chronic shortages, like math and science. But assigning them to schools has been hard, because the districts that used to help identify job openings no longer exist.

Mr. Klein also still needs to hire dozens of instructional leaders for his new special education and bilingual programs. And he has long said that there will not be enough math coaches, even after turning to outside contractors.

This year, the return of students was pushed back three days so that this week could be used to train teachers in the new curriculums.
