The administration has been very careful in their characterizations of the war effort. I would like to see a quote or link where they have been as upbeat as you claim.

Fact is that Iraq is but a skirmish in a long, drawn-out war on terror. The "axis of evil" speech set that tone pretty well, I think. That the war on terror has barely begun should be readily apparent to sapient beings.
