That article gives me hope, that the Realists could replace the NeoCons, in guiding the foreign policy of the Administration. For a long time, it looked like Powell's Realist credentials were to be used merely to make him an effective apologist for the NeoCons.

This is a step in the right direction, but only the first:

<The diplomat said Annan made it clear in that meeting that "the best feasible option was a multinational force under U.S. command," a notion that Powell believed he could sell in part because of the turn of events in Iraq.>

The reasons this will fail, are:
1. It will still be a U.S.-controlled occupation.
2. Clearly, the Iraqi patriots who blew up the UN headquarters, see little difference between the US and UN. They want all foreign soldiers off their soil.
3. Soldiers from Moslem nations like Pakistan and Turkey will be more acceptable than from Christian or Secular nations, but there are still no soldiers from Arabic-speaking nations. That's what we really need.
