There is a movement in Europe, championed by the Greens, to create a pan-European (and solely European) defense organization. This would be accomplished either by kicking the US out of NATO, or by creating a rival military structure. The Iraq war gave a big boost to this movement. Every time the U.S. acts alone, ignoring the interests of France and Germany, this movement will get another big boost.

This "autonomous European military command headquarters" is the opening wedge, in a plan to eventually end the Europe-U.S. alliance.
