Richard Holbrooke, Clinton's Ambasador to the UN, dealt with that point on Charlie Rose last night, noting that a lot of military operations undertaken by the UN are in reality a single country's bailiwick. For example, the UN is the entity that is formally the military presence in South Korea, though you will not see any blue helmets. The "UN" effort there is clearly American. Ditto for the Australian's initiative in East Timor.

As I appreciate the American effort as envisioned by Powell, there will be no "blue helmets" in Iraq, only foreign forces under command of the US. Presumably this is what has the French choking over their coquilles St. Jacques, though if they were smart, they would seize the opportunity to repair the damage to relations with the US by agreeing to US terms without an inordinate amount of prevarication.
