The White House administration insists on remaining in control in Iraq. How should Europe then accomplish "stepping up to the plate and lead"?

I would be happy to see Europe take the lead in Iran with regard to that country's nuclear program.

Read an article today suggesting just such a thing.. It would stifle European dissent towards the US role in Iraq, while giving them the prestige of taking the lead in the non-proliferation "battle" with Iran.

But diluting the leadership authority in Iraq is equivalent to too many cooks in the kitchen. It would digress into partisan bickering between participating UNSC and UN members.

But I think Powell has drawn an acceptable compromise with the US reporting to the UN on its activities in Iraq. This lends that body sufficient prestige to be considered the authoritative final council to which the US is accountable.. (in addition to the Iraqi and American people).

Either way it's pretty clear that Jochen Fischer isn't exactly dancing a jig about sending German troops to Iraq. I doubt there will be much support out of that government without some serious pressure, internally and externally.
