That seems like a pretty big stretch. It means little more to me than "don't throw your pearls before swine." I approach each of my children differently when advising them because they are different ages and have different referents to understand advise. They also have different temperaments and manners of assimilating information. Likewise, when I talk to adults, I consider my audience when I develop content and methods of delivery. I don't offer information to those who do not seem ready to deal with it. This is all quite normal and is very different than lying with the intent of keeping my real motives secret. On top of that, I fail to see the connection with neocons that is unique, or that qualifies your comment about a core philosophy.
