I totally agree. I think we should explore the reasons why people may cross lines, but that, of course, is not an "excuse"- and should not mitigate punishment, because punishment is a social statement. Sane, mature adults need to know where the lines are, of course- which is why I favor clear rules, even if that will impact some people in a way that appears "unfair"- because there will be unfairness either way, but the maximum unfairness to the maximum number of people occurs where people do not know where the lines are, imo.
