In Canada there is little public or regulatory opposition in most cases. There is usually some political and business
wrangling with respects to contracts tenders ect.
I have followed the Russian market for a number of years and invest there. They usually just announce that they are going to replace a turbine or boiler or upgrade a system and the work goes ahead without much fuss.
