Paving the way or were those cultists trained by CIA? CIA trained Bin Laden and his terrorists. Maybe they were keeping hands off of CIA contract agents?

And a PS too. If the CIA was going to run an operation against an American target that would involve American deaths using American agents might cause some problems. They might have objections. But using contract foreign agents, any remorse would not be a problem for them.
