Got a few errors in that response. pResident Bush was a candidate with no foreign policy experience. (In fact, he had hardly ever traveled outside the USA.) Those years with a Democratic COngress had a Republican President. You say the COngress makes policy? The funding for the CIA comes from which branch of the government? Your failed logic which contrasts the 80's and 90's has a mix of Republican/Democratic Congresses and Republican/Democratic Presidents. Your subjective response is not supported by the facts.
