The truth is that nobody was.

You're more than a little broad stroked here. There are two reasons to suspect very bad things. First, the private studies done during the same period came back with horrific numbers. So New Yorkers with the money to pay for it, had their apartments deep cleaned. Second, for months afterward, folk who lived downwind--our daughter and her husband were among those, living in Park Slope in Brooklyn--had the classic symptoms of very bad air. That bill may not come due for some time but when it does it will be painful for folk in the line (and we are worried about it) and for all of us who will pay for the costs, legal and otherwise.
