It's been about the "cost" from the start. All that cost was seen as profit by the US war machine. The risk assessment was based on hope. Not a very good way to assess risk.
All the countries that did a proper risk assessment had to do was nothing. They just let shrub go about his stupid way. shrub and the neocons are so far out of their depth that it only took them a mere 4 months to come out as complete fools.
