Should not be a difficult task:

Anyone of the following could do it.

-raise taxes (by a minuscule amount), or introduce some dividend taxation
-sell US dollars (the treasury is never to buy back any of them), or some bonds. John Snow is good at these things.
-make Fannie and Freddie issueing a new perpetual mandatory zerobond, 87B is a pittance for them. Would even be islamic-compliant if no interest is paid.
-perhaps affiliate Mr. Blair could renationalize the British crown jewels and palaces and hand them over.

But one thing the GWB Administration can not do:
-They can not ask their former allies for help. This opportunity has been destroyed.
The administration has repeatedly alienated "old Europe" and those are people who hardly forget much less forgive be it in the good be it the worse things. This especially applies to the French.
-They can not ask for money to rebuild what they deliberately destroyed - and no one called for the war at the first place.
No one, except for some who expected to make a quick profit. What's about asking them for a dime to spare?

This is the biggest difference:
Japan, and Germany which are often cited as istoric examples have declared war against the U.S. and actively carried out attacks. The iraq has not done that.
