FDR was President when the US was coming out of the worst depression in the history of the country and was fighting a world wide war. Bush is President with the country coming out of a mild and shallow recession and fighting a few thousand terrorists in Afghanistan and Iraq. FDR raised taxes to raise the money to fight the war. Bush cut taxes while increasing spending.
