This was a planned, gradual process, and the United Nations played a BIG ROLE.
March 1942, a Federal Council of Churches meeting, chaired by CFR member John Foster Dulles, recommended limitations on national sovereignty, a world government, international control of armies, a universal system of money, and elimination of tariffs and quota restrictions on trade. They opined that "every individual [has an] obligation to work in some socially necessary service."
May-June 1947, Partisan Review, Arthur Schlesinger Jr. wrote that "There seems no inherent obstacle to the gradual advance of socialism in the United States through a series of New Deals. . . . The transition must be piecemeal; it must be parliamentary."
