I've seen similar pieces of art in other parts of the world. It does not mean that Saddam was part of it. He may have tacitly approved, since he lost his relationship with the US, but it does not show that Saddam was responsible. Anyone could have painted that, and Saddam may have never seen it.

It could have been painted in response to the Bush administration's constant accusations that Saddam was responsible. Certainly no Islamist would approve of the cigar.
