Rebuttle: without terrorism, the Bush crowd is nothing. Before 9/11 they were on a downward spiral. They're only hope for '04 is continued terrorism. This is the reason for getting us ready for multi-decades of war. The more terrorism there is, the greater the power of incumbants, and all the powers of central government, both military and non-military, witness the exhorbitant growth in non-military spending as well. This is the most serious structural problem we have: politically and financially, the Bushistas gain from terrorism and war, and lose if there is peace. The incentives are in the wrong directions. The conclusion? If Bush stays in power, there will have to be continued escalation to maintain fear and popularity. Since we're already at war with Muslims the only other enemy for the most powerful nation Earth has ever seen is China.
