We should force companies offshore that do not maintain a significant presence here in the US, meaning jobs. These offshore corporate skeletons like Oracle destroy the new companies trying to emerge. The only way oracle can exist as an indian firm now, was to start here, build up here and finally dump there. They could not start up in india and crack this market. So they use their lower cost structure now in an uncompetitive fashion to "labor dump" on the US.

Nothing wrong with this from a business standpoint but from an industry standpoint the US should not allow companies to HQ here without creating any wealth whatsoever. The cost to the other local industries is just too great. If Oracle was forced to relocate to india they could still sell here with a salesforce but the "L1 visa" avenue for labor dumping would be closed. We would be better off.
