Thats simple, To calm the Anti American feeling in Panama and Latin America. Carters foreign policy up to that point, and his administrations effectivness was under question.
It was seen as a victory by the Carter administration
and a fiasco for the defence of the northern hemisphere.
In effect Carter gave it up to help his own ambitions.
