Dems did NOT give Bush any blank check. A few like Lieberman who were most hawkish maybe, but many opposed the war, and many like Kerry stated "OK, but only if you go in with the UN, a Gulf War style coalition and a smart post-war plan". Bush and Powell promised they would do this so that got people like Kerry behind it. But it was no blank check.
