Why would you mention Hoover unless the basis were economic? But unemployment under Roosevelt was horrifying, usually over 14%, and often was so even during growth periods. Moreover, Roosevelt himself had a couple of recessions unconnected to Hoover. Finally, the New Deal did not live up to its advertisements, and it is pretty clear that the advent of war finally acted as a sufficient stimulus to cure the Depression. If Roosevelt were a good president despite these facts, it is rather silly to say that Bush, with less than 7% unemployment and economic growth exceeding job growth, is "the worst president since Hoover". Or is there a large foreign policy comparison I am unaware of?
