The Hoover Roosevelt comparisons are endless and not really for this thread. This summer I read the first 200 or so pages of David Kennedy's Freedom From Fear. amazon.com.

He spends a great deal of time on the comparison. One of the interesting parts of it was the promise Hoover brought to the presidency and then his failures. Neither, of course, Hoover or Roosevelt, is the same as the myths about them. And Kennedy knows his stuff.

But, having said that, if you look back across the course of American history, it's genuinely hard to find another one quite so bad, on all fronts, as Bush. Whether you take Hoover or someone else from the 20s.
