You are referring to revenue, not deficits. Yes, I will bet that between increased corporate taxes, capital reinvestment, business expansion and taxes on increased dividends (offsetting the recent dividend tax cut), federal tax receipts will go up. Those were the conclusions of the McKinsey study and I see no reason to disagree.
