It wants to use secret military tribunals such as might be employed in wartime, but it does NOT want to consider the prisoners in Guantanamo POWs because then the Geneva Convention applies. It wants them in some non-category called "illegal combatants". It isn't a non-category and it has been applied before for example to spies and pirates. Also while the administration has been insisting that the Geneva convention does not apply to Al-Qaeda they have to my knowledge basically complied with its restrictions. Tim
