I think I explained it clearly the first time.

This law, i.e., the "Violence Against Women Act of 1994"
was designed to intimidate corporate executives
accused of sexual harassment into making out-of-court
monetary settlements. The intimidation was accomplished
by threatening to question them about their sexual
behavior under oath (while shielding the plaintiff
from having to answer such questions). So Clinton was
treated no differently from other corporate executives
in this respect.

The difference was that Clinton was so stupid/arrogant
that he thought he could lie under oath and get away
with it. The vast majority (if not all) of the corporate
executives faced with similar intimidation just settled
out-of-court. They did not risk committing perjury
like Clinton did.
